EU Tax List Update
On 17 February 2026, the Council of the European Union released the latest update :
．Seychelles : Removed from the EU grey list following its “Largely Compliant” rating by the OECD under the EOIR framework, reflecting its fulfilment of commitments on tax transparency.
．Samoa : Officially removed from the EU tax blacklist; a territorial tax system is expected to be implemented starting in 2028.
．BVI : Continues to remain on the grey list as it implements further measures in line with international standards.
Overall, these developments highlight the jurisdictions' ongoing efforts to enhance tax transparency, reinforcing their stability as international financial centres.
